Nieuwe 18+ wetten Alcohol & Tabak, 'Overlast veroorzaken voor DUMMIES!'

.

Is the Legalisation of Cannabis in Uruguay a 'hoax'... ?

'How 'Legalised' is cannabis in Uruguay if there are still rules that criminalise people ?

Uruguay rules on cannabis:
– minimum age 18.
– 40 Gram max. per month per person.
– Only citizens of Uruguay can buy the 'legal' weed.
– Only 1 strain being sold by pharmacy
- maximum 5% THC on sold weed.
– Every user that gets 'lelgal' cannabis has to be Registered on a government database that will monitor their monthly purchases.
– max. 6 plants PER YEAR homegrow allowed.
– with a maximum of 480 grams yield p.y.

These rules are all sustaining the illegal market....

For:
– Tourists who want to smoke
– People who want some different strain
– People who need more then 40 grams per month
- People who NEED stronger weed then 5% THC as medicine,
- People who want to smoke stronger weed then 5% THC recreationally
– People who do not wish to be a registered cannabis user.

ALL will still have to turn illegal trade...

SO ...
NO it is NOT a 'Hoax'...
This 'system' is FAR from perfect...
But it's A step in hopefully the right direction...

MYTH: Smoking Marijuana leads to: LUNG CANCER !!!

...
Fact:
It's true that marijuana smoke, like tobacco smoke, contains carcinogens.

But even hardcore pot smokers typically consume much less pot than tobacco smokers do cigarettes, probably not enough to cause cancer.

A 2006 UCLA study concluded that even heavy marijuana use does not lead to lung cancer.

"We hypothesized that there would be a positive association between marijuana use and lung cancer, and that the association would be more positive with heavier use," said the study's lead author.

"What we found instead was no association at all,
and even a suggestion of some protective effect."

This and other studies suggest that pot can actually inhibit the growth of cancerous tumors.

Finally, what risks there are involve smoking, and there are other ways to consume marijuana !

Study: Cannabis Use Associated With 'Significant Improvement' In Palliative Oncology Care.

Haifa, Israel: The consumption of cannabis is effective in treating symptoms associated with cancer and conventional anti-cancer therapies, such as nausea, weight loss, pain, and fatigue, according to observational study data published in the journal Evidence-Based Complimentary and Alternative Medicine.
Israeli investigators surveyed the use of cannabis on various cancer-related symptoms in 131 patients over the course of multiple interviews. Cancer symptoms as well as cannabis side effects were documented on numerical scales from zero to 4.
"All cancer or anti-cancer treatment-related symptoms, including nausea, vomiting, mood disorders, fatigue, weight loss, anorexia, constipation, sexual function, sleep disorders, itching, and pain had significant improvement," authors reported. "No significant difference was found in the level of infections, mouth dryness, cough, shortness of breath, diarrhea, and leukocyte count or albumin level during the time between the two interviews."
Researchers concluded: "The population of the prolonged users in the current study reported significant improvement in all aspects of supportive and palliative oncology care. ... A slight reduction in the need for opioids and antidepressant drugs was seen in the study group. ... [T]he improvement in symptoms should push the use of cannabis in the practice of oncology palliative treatment."

Sativa Alimentari 'Birra alla Canapa' (Hemp Beer)

The Hemp Beer "Sativa" is a collaboration of Sativa Alimentari with a prestigious artisan microbrewery "Il Chiostro", which for more than ten years has been producing high quality artisan beer, thanks to the experience and professionalism of the Brewmaster.

The Mashing common to all of the beers produced by "Il Chiostro" is the Step-Infusion. The milled malt infusion in water, is brought at different temperatures so as to allow the various enzymes to work in conditions most favorable to them, in order to find in the finished beer alcohol and body in the desired proportion at the time of creation of the recipe. The uncommon feature of artisan Beer Company's "Il Chiostro" is given by the plant used to produce the must.

The must, in fact, is brought to boiling in the vat in direct contact with the flame, unlike the steam used in the majority of the installations, and at this point that are added the Shelled Hemp Seeds  after gelatinization of the sugars present in them.

This gives a strong characterization, thus obtaining a beer with a strong Hemp Flavor, from the unique and unmistakable taste!

Cannabis Can Prevent Cancer Caused by Cigarette Use, According to New Study

A new study published by the journal J-Stage, and funded by the Ministry of Education, Culture, Sports, Science and Technology of Japan, has found that cannabinoids – whether THC, CBD or CBDV – were effective at blocking a certain enzyme which is known to cause cancer, and is produced in large amount when cigarettes are consumed.

“These results suggest that the pentylresorcinol structure in CBD may have structurally important roles in direct CYP1A1 inhibition, although the whole structure of CBD is required for overall inhibition”, according to researchers.
CYP1A1 is an enzyme which isn’t dangerous at low-levels, but is produced in large quantities when someone smokes cigarettes; at large doses, the enzyme has been linked to cancer.

Researchers state that; “Accordingly, CBD and its related compounds, which are potent inhibitors of CYP1A1 activity, would be useful as a lead compound in anticancer chemotherapy.”

Abstract:
Our recent work has shown that cannabidiol (CBD) exhibits the most potent direct inhibition of human cytochrome P450 1A1 (CYP1A1) among the CYP enzymes examined. However, the mechanism underlying this CBD inhibition remains to be clarified. Thus, to elucidate the structural requirements for the potent inhibition by CBD, the effects of CBD and its structurally related compounds on CYP1A1 activity were investigated with recombinant human CYP1A1. Olivetol, which corresponds to the pentylresorcinol moiety of CBD, inhibited the 7-ethoxyresorufin O-deethylase activity of CYP1A1; its inhibitory effect (IC50=13.8 µM) was less potent than that of CBD (IC50=0.355 µM). In contrast, d-limonene, which corresponds to the terpene moiety of CBD, only slightly inhibited CYP1A1 activity. CBD-2′-monomethyl ether (CBDM) and CBD-2′,6′-dimethyl ether inhibited CYP1A1 activity with IC50 values of 4.07 and 23.0 µM, respectively, indicating that their inhibitory effects attenuated depending on the level of methylation on the free phenolic hydroxyl groups in the pentylresorcinol moiety of CBD. Cannabidivarin inhibited CYP1A1 activity, although its inhibitory potency (IC50=1.85 µM) was lower than that of CBD. The inhibitory effects of Δ9-tetrahydrocannabinol and cannabielsoin (IC50s ≈10 µM), which contain a free phenolic hydroxyl group and are structurally constrained, were less potent than that of CBDM, which contains a free phenolic hydroxyl group and is rotatable between pentylresorcinol and terpene moieties. These results suggest that the pentylresorcinol structure in CBD may have structurally important roles in direct CYP1A1 inhibition, although the whole structure of CBD is required for overall inhibition.

Five Reasons Cops Want to Legalize Marijuana

More and more police officers are realizing,
the War on Drugs is a mistake.

Most people don't think "cops" when they think about who supports marijuana legalization. Police are, after all, the ones cuffing stoners, and law enforcement groups have a long history of lobbying against marijuana policy reform. Many see this as a major factor in preventing the federal government from recognizing that a historic majority of Americans – 52 percent  favors legalizing weed.

But the landscape is changing fast. Today, a growing number of cops are part of America's "marijuana majority." Members of the non-profit group Law Enforcement Against Prohibition (LEAP) say that loosening our pot policy wouldn't necessarily condone drug use, but control it, while helping cops to achieve their ultimate goal of increasing public safety. Here are the five biggest reasons why even cops are starting to say, "Legalize It!"
1. It's about public safety.
2. Cops want to focus on crimes that hurt real victims.
3. Cops want strong relationships with the communities they serve.
4. The war on pot encourages bad – and even illegal – police practices.
5. Cops want to stop kids from abusing drugs.

Changing opinions on cannabis, one grandma at a time...

Gateway drugs, Dutch coffee shops and tax revenue

Leland Rucker: "How many times have you heard the argument that cannabis should remain illegal because it is a “gateway” drug, described as one that increases the risk that a user might try other, harder drugs?
The two arguments behind this theory are that a) there are pharmacological qualities in cannabis that actually lead users to try other drugs and/or b) that cannabis use puts users in places and situations where they are exposed to harder drugs.

About the first one, the science has been decidedly mixed, with the Drug Enforcement Agency and federal government always quoting studies that promote its “gateway” properties and ignoring others that suggest otherwise.

A Pew poll earlier this year found that 38 percent of Americans now believe cannabis is a gateway drug. That’s down from 60 percent in a 1977 Gallup poll, and a number that should continue dropping as support for legalization rises.

I’ve read several research papers on both sides, and I’m most apt to go with a Rand study published in 2002 that concludes that people who are predisposed to use drugs and have the opportunity to do so are more likely than others to use both marijuana and harder drugs, and that marijuana typically comes first because it is more available. Since I haven’t found a study that proves a causal relationship, and I know a lot of people who use cannabis but not other Schedule I drugs, this is the only one that makes any sense to me."

Cannabinoids can treat sleep apnea.

Functional role for cannabinoids
in respiratory stability during sleep.

CONCLUSIONS:

This study demonstrates potent suppression of sleep-related apnea by both exogenous and endogenous cannabinoids. These findings are of relevance to the pathogenesis and pharmacological treatment of sleep-related breathing disorders.

Source

Department of Medicine, University of Illinois at Chicago, 60612, USA. dwcarley@uic.edu

Abstract

STUDY OBJECTIVES:

Serotonin, acting in the peripheral nervous system, can exacerbate sleep-related apnea, and systemically administered serotonin antagonists reduce sleep-disordered respiration in rats and bulldogs. Because cannabinoid receptor agonists are known to inhibit the excitatory effects of serotonin on nodose ganglion cells, we examined the effects of endogenous (oleamide) and exogenous (delta9-tetrahydrocannabinol; delta9THC) cannabimimetic agents on sleep-related apnea.

DESIGN:

Sleep architecture, respiratory pattern, and apnea expression in rats were assessed by polysomnography. A repeated measures, within-subjects, fully nested crossover design was used in which each animal was recorded on exactly 12 occasions.

PARTICIPANTS:

Eleven adult male Sprague-Dawley rats were instrumented for chronic polysomnography.

INTERVENTIONS:

Animals were recorded following intraperitoneal injection of various doses of delta9THC, oleamide, and serotonin, alone and in combination.

MEASUREMENTS AND RESULTS:

Our data show that delta9THC and oleamide each stabilized respiration during all sleep stages. With delta9THC, apnea index decreased by 42% (F=2.63; p=0.04) and 58% (F=2.68; p=0.04) in NREM and REM sleep, respectively. Oleamide produced equivalent apnea suppression. This observation suggests an important role for endocannabinoids in maintaining autonomic stability during sleep. Oleamide and delta9THC blocked serotonin-induced exacerbation of sleep apnea.

Cops to Distribute Bags of Chips at Hempfest (Really!)

As thousands of stoners prepare to convene at the world's largest pot rally this weekend, the Seattle Police Department is planning to distribute information to Hempfest attendees about the state's new legalization law—on stickers attached to bags of chips.

Because while stoners have no problem ignoring a leaflet, police recognize that it's nearly impossible to turn down a bag of Doritos.

"Distributing salty snacks at a festival celebrating hemp, I think, is deliberately ironic enough that people will accept them in good humor," says police department spokesman Sergeant Sean Whitcomb. "We want to make sure people learn the rules and that they respect the vote."

The labels on the snack-sized bags will direct festival attendees to the SPD's post-legalization FAQ titled "Marijwhatnow?" which went viral last November, reminding citizens that possessing up to an ounce of pot is allowed, but selling and growing the stuff remains illegal (until licenses are issued later this year by the state).

With funding for the project coming entirely from the privately run Seattle Police Foundation, police say they plan to distribute about 1,000 bags of Doritos over the weekend.

The SPD isn't just being progressive by national political standards—the cops in Seattle are more progressive than the rest of city government. The city council and city attorney are currently focused on crafting a new municipal citation for public pot smoking, despite the fact that cops can already cite people for public consumption under state law. But instead of issuing tickets, the SPD has been warning people getting high in public that they can be ticketed—the state has a form officers can use—but has only been asking violators to extinguish their pot. Police say this has remedied the situation without handing out citations.

In that vein, Whitcomb confirms that the "spirit of Initiative 502" will govern enforcement at Hempfest this year, and police will not issue tickets for public toking.

"We've said all along that this is a momentous period in our history. We only get to do it once," says Whitcomb. "Our department has taken a leadership role in public education, and it's a responsibility we are taking very seriously. We are not looking to have a heavy hand when it comes to enforcement. That said, the rules are the rules, and we want people to voluntarily comply with them."

Will cops give out tickets instead of snacks at next year's Hempfest? Whitcomb doubts it, saying the department is guided by a voter-enacted city ordinance from 2003 that deprioritized marijuana enforcement, adding, "It's not as if we get a lot of complaints about it."

Hempfest is August 16–18 on the downtown waterfront, admission is free, more information at hempfest.org.

Marijuana increases positivity

A just-published study found that THC from marijuana increased activity for positive emotional content. Marijuana enhances happiness which could explain the enormous drop in suicides, especially among young adult men, in medical marijuana states.

Eur Neuropsychopharmacol. 2013 Aug 5. pii: S0924-977X(13)00195-8. doi: 10.1016/j.euroneuro.2013.06.009. [Epub ahead of print]
The endocannabinoid system and emotional processing: A pharmacological fMRI study with ∆9-tetrahydrocannabinol.
Bossong MG, van Hell HH, Jager G, Kahn RS, Ramsey NF, Jansma JM.

Abstract
Various psychiatric disorders such as major depression are associated with abnormalities in emotional processing. Evidence indicating involvement of the endocannabinoid system in emotional processing, and thus potentially in related abnormalities, is increasing. In the present study, we examined the role of the endocannabinoid system in processing of stimuli with a positive and negative emotional content in healthy volunteers. A pharmacological functional magnetic resonance imaging (fMRI) study was conducted with a placebo-controlled, cross-over design, investigating effects of the endocannabinoid agonist ∆9-tetrahydrocannabinol (THC) on brain function related to emotional processing in 11 healthy subjects. Performance and brain activity during matching of stimuli with a negative (‘fearful faces’) or a positive content (‘happy faces’) were assessed after placebo and THC administration. After THC administration, performance accuracy was decreased for stimuli with a negative but not for stimuli with a positive emotional content. Our task activated a network of brain regions including amygdala, orbital frontal gyrus, hippocampus, parietal gyrus, prefrontal cortex, and regions in the occipital cortex. THC interacted with emotional content, as activity in this network was reduced for negative content, while activity for positive content was increased. These results indicate that THC administration reduces the negative bias in emotional processing. This adds human evidence to support the hypothesis that the endocannabinoid system is involved in modulation of emotional processing. Our findings also suggest a possible role for the endocannabinoid system in abnormal emotional processing, and may thus be relevant for psychiatric disorders such as major depression.

6-Year old boy has a life with Marijuana !

Medical marijuana provides 'miraculous' results for 6-year-old California boy with rare form of epilepsy that prevented him from walking, sleeping and eating

  • Jayden David suffers from a rare form of epilepsy called Dravet Syndrome
  • At one point, he was taking 22 different pills a day to treat the disease, none of which worked
  • Since he started using medical marijuana, Jayden started walking and living a much more normal life
When he was just a baby, 6-year-old Jayden David was diagnosed with a rare form of epilepsy called Dravet Syndrome, which causes him to have violent seizures several times a day.
The seizures were so bad that they prevented the Modesto, California boy from walking, playing with friends and essentially living a normal life – he’s been rushed to the hospital by ambulance at least 40 times.
To combat the disease, Jayden was prescribed 12 different medications that he has to take every day. In all, the boy takes 22 pills a day.

Miracle: Before 6-year-old Jayden David started treating his epilepsy with marijuana, he couldn't even walk up stairs

‘At one point Jayden had seizures 24 hours a day lasting an hour and a half,’ Jayden’s father, Jason David, told KCRA. ‘I went to my doctor and said, “I don't think Jayden is going to last, he can't sleep, can't eat, he hasn't used the restroom, he can't do anything.”’
At one point, the debilitating disease got so bad for his son that Jason said he considered killing himself.

U.S. moves to curb long, mandatory drug sentences

Eric Holder is cutting federal drug sentences.
That will make a significant dent
in the U.S. prison population!

(Reuters) The Obama administration unveiled steps on Monday to fix what it considers the longstanding unjust treatment of many nonviolent drug offenders, aiming to bypass tough mandatory prison terms while reducing America's huge prison population and saving billions of dollars.

"Too many Americans go to too many prisons for far too long, and for no truly good law enforcement reason,"
Attorney General Eric Holder, the top U.S. law enforcement official, said in a speech in San Francisco unveiling the proposals.

Holder said the Justice Department would direct federal prosecutors to charge defendants in certain low-level drug cases in such a way that they would not be eligible for mandatory sentences now on the books.

Prosecutors would do this by omitting from official charging documents the amount of drugs involved in a case, lawyers with expertise in criminal law said. By doing so, prosecutors would ensure that nonviolent defendants without significant criminal history would not get long sentences.

Other proposals unveiled by Holder - such as giving federal judges the leeway to depart from mandatory minimum sentences for some drug offenses - require congressional approval, a tricky prospect at a time of partisan gridlock in Washington.

Holder labeled as an injustice the mandatory minimum sentences required under the criminal justice system in many drugs cases - condemning offenders to long prison terms even for nonviolent crimes and possession of small amounts of drugs.

"This is why I have today mandated a modification of the Justice Department's charging policies so that certain low-level, nonviolent drug offenders who have no ties to large-scale organizations, gangs or cartels will no longer be charged with offenses that impose draconian mandatory minimum sentences," Holder said.

Holder cited a moral imperative - as well as financial and social reasons - to re-examine policies that send so many Americans to prison.

"As the so-called war on drugs enters its fifth decade, we need to ask whether it, and the approaches that comprise it, have been truly effective," Holder said at a conference of the American Bar Association lawyers group.

Pot goes to the dogs as pet owners turn to medical marijuana for ailing animals

Los Angeles veterinarian Dr. Doug Kramer supports using medical marijuana
to treat pain in pets after his experience with his own
Siberian husky Nikita during her final weeks.

Before his owners started dosing him with a daily drop of marijuana, Garfield the cat’s nine lives were rapidly running out.

The 18-year-old feline — whose name has been changed to protect patient confidentiality — suffered from a host of painful conditions.

These included thyroid and heart disease, severe arthritis, renal failure and chronic pancreatitis, a condition that caused him to lose his appetite and experience pain in his abdomen, said veterinarian Dr. Kathy Kramer of the Vancouver Animal Wellness Hospital.

But when his owners started giving Garfield a daily drop of medical marijuana in the form of a tincture, the cat seemed to take a near-miraculous turn for the better.

WEED: 'A Dr. Sanjay Gupta Special'

Back in 2009,  CNN‘s multiple Emmy award winning chief medical correspondent Dr. Sanjay Gupta had been a public advocate against the use of medicinal cannabis, publishing an outspoken article entitled “ Why I Would Vote No On Pot” that caused quite a lot of commentary in the cannabis scene as to the lack of thoroughness of his research.
Well, he has confirmed this by effectively doing a 180 degree turn and officially apologising for his previous statements. After further investigation and a more in depth look at the scientific data available to him, he publicly announced :
“Well, I am here to apologize.
I apologize because I didn’t look hard enough, until now. I didn’t look far enough. I didn’t review papers from smaller labs in other countries doing some remarkable research, and I was too dismissive of the loud chorus of legitimate patients whose symptoms improved on cannabis.
Instead, I lumped them with the high-visibility malingerers, just looking to get high. I mistakenly believed the Drug Enforcement Agency listed marijuana as a schedule 1 substance because of sound scientific proof. Surely, they must have quality reasoning as to why marijuana is in the category of the most dangerous drugs that have “no accepted medicinal use and a high potential for abuse.”"

Dr. Gupta also used the opportunity to announce that he has been working on this documentary entitled “Weed”, in which he travels the world, interviewing medical leaders, experts, growers and patients to discover the truth behind the  benefits of medicinal cannabis.
